Verpact

Registration is with the producer organisation. There is no Dutch government packaging register publishing a per-seller number today, and the PPWR Article 44 registers are not operational.

50,000 kg

The levy-free allowance per calendar year, counted across all materials together and tested across a VAT fiscal unity. Below it there is no registration, no declaration and no contribution.

Pro rata

The allowance is a franchise, not a cliff: the first 50,000 kg stays free for every producer, apportioned across materials in the same weight share as the total mix.

Institutional context

Official evidence comes from the body that issues it.

Membership, registers, declarations and marketplace decisions are separate. Always match the document to the entity, product stream and sales route.

Producer organisation

Verpact

Publishes the packaging tariffs, runs the declaration portal and administers the waste management contribution. It is a private producer organisation, not a government body.

Implementing agency

Rijkswaterstaat

Administers the notification side of the extended producer responsibility (UPV) rules and the generally binding agreement behind them.

Inspectorate

ILT

The Inspectie Leefomgeving en Transport supervises compliance with the Besluit beheer verpakkingen 2014 and decides its own enforcement files.

PPWR framework

European Union

Regulation (EU) 2025/40 has applied since 12 August 2026. The producer registers foreseen by Article 44 are not operational yet.
