Regulatory basis

Article 8(1) of the Besluit beheer verpakkingen 2014 and the agreement

A producer above 50,000 kg sends the responsible minister a report on the preceding calendar year before 1 August. Below the threshold there is no declaration at all. The agreement behind these rules runs to 31 December 2027, so arrangements beyond that date are not quoted.

Where a Dutch packaging file commonly breaks

The threshold is only tested once

It is an annual test. A producer can move across it in either direction between calendar years.

Household and business tariffs are mixed

Separate tariff tables apply and must never be combined in one calculation.

Single-use plastic units are not counted

The surcharge is charged per 1,000 units on top of the material tariff, so a unit count is needed as well as a weight.

Frequently asked

When is the statutory report due?

Before 1 August, on the preceding calendar year, and only for producers above the threshold under article 8(1).

Do I file anything below the threshold?

No. The agreement exempts sub-threshold producers from the declaration. The calculation record still has to exist.

What happens after 2027?

The agreement behind these rules runs to 31 December 2027. We do not quote arrangements beyond that date.

Can you guarantee acceptance of a declaration?

No. The producer organisation reviews and decides on its own file.
