Review PPWR
For marketplace sellers

Your Dutch duty follows the packaging,
not the platform that asks about it.

Article 1 under g of the Besluit beheer verpakkingen 2014 treats a company established abroad that sells packaged products directly to consumers in the Netherlands under distance contracts as the producer itself, whichever platform carried the order. Amazon.nl and bol.com are two routes into one calculation: how much packaging you place on the Dutch market in a calendar year, and what you can show for it.

Marketplace verification

A marketplace check is the platform’s duty, not evidence of yours

Since 12 August 2026 Article 45(4) of the PPWR obliges online marketplaces to obtain registration information and a self-certification from sellers. Amazon and bol.com each decide their own fields, evidence and timing. eprnetherlands.com is an independent private service with no appointment, affiliation or endorsement from any marketplace or from the producer organisation.

What a platform request does not settle

The account field is read as the rule

A marketplace field records what a platform wants to see. Whether you are the producer, and whether your packaging passes 50,000 kg in the calendar year, is decided by the Besluit beheer verpakkingen 2014 and by your own shipped volumes.

Each channel is counted on its own

The threshold is measured on all packaging placed on the Dutch market together, so Amazon.nl, bol.com and your own shop belong in one calculation. Each platform then runs its own onboarding and evidence requests against it.

Deposit and single-use plastic drop out of the count

Deposit-bearing drinks packaging and single-use plastic packaging sit outside the allowance and are declared from the first unit, so a seller far below 50,000 kg can still owe something on that route.

What's included

Included in the written scope.

  • Producer test for each Dutch sales route, marketplace by marketplace
  • Packaging weight per material for the calendar year, counted across all channels
  • Position against the 50,000 kg allowance, with the calculation kept
  • Deposit and single-use plastic screened separately from ordinary packaging
  • Registration and declaration route where the allowance is exceeded
  • Evidence set for platform requests, with WEEE and batteries kept apart
How it works

Four controlled steps.

01

Establish who places the goods on the market

Record the entity, the Dutch customer, the contracts and the route to the buyer for marketplace sales, so the first-placer question is answered before anything else.

02

Weigh the calendar year

Packaging is reconstructed per material from pack specifications and shipped volumes, then set against the 50,000 kg allowance for the calendar year.

03

Separate what sits outside it

Deposit and single-use plastic packaging are charged from the first unit, and WEEE and batteries are assessed as their own regimes rather than as part of the packaging file.

04

Write the scope and keep the evidence

Private fees, exclusions, external costs and approvals are agreed in writing before any work begins, and the calculation and the documents behind it stay linked to the entity and the calendar year that produced them.

Frequently asked

I sell on Amazon and on bol.com, so how is the 50,000 kg counted?

On all packaging you place on the Dutch market in the calendar year taken together, not per platform and not per material. Amazon.nl, bol.com and your own shop are one total, and article 8(3) of the Besluit beheer verpakkingen 2014 tests that total at the level of the VAT fiscal unity rather than the single legal entity. Below the limit there is no registration, no declaration and no waste management contribution.

Does bol.com ask for the same thing as Amazon?

The duty behind the question is the same one, and since 12 August 2026 Article 45(4) of the PPWR obliges online marketplaces to obtain registration information and a self-certification from sellers. What each platform asks for, where it asks it and how it decides remain the platform’s own. We do not publish a field name, a fee or a blocking behaviour without dated primary evidence from the platform itself, and no independent service can guarantee a marketplace decision.

I ship drinks and small plastic items, so does statiegeld change the answer?

Yes, and separately from the weight. Deposit packaging and single-use plastic packaging fall outside the 50,000 kg allowance and are declared and paid from the first unit, with the single-use plastic surcharge charged in addition to the material tariff rather than instead of it. Those lines are screened on their own before the threshold question is answered.

No platform has asked me for anything yet, so is there anything to do?

If you stay below the limit there is no registration and no declaration, but article 5.2 of Annex 2 to the waste fund agreement still requires you to record how you calculated that position and to produce it on request. That record is the threshold evidence file, and it is also the quickest thing to hand over when a platform does ask.
